If I am quoting you a price and you can afford it, should you negotiate?
Yes, for two reasons. First, you might get a better price, and if you don’t ask you don’t get. If you don’t at least ask, you’ll always pay the highest price.
And second, if I say “No, I won’t reduce my price”, you can always crumble and say “Oh OK then, just thought I’d ask” or “In that case I’ll need to check with boss” and then 2 minutes later “Great news, my boss says OK”. So you will NOT lose the deal by trying to negotiate – as long as you’re nice. Blame it on yourself not having enough money, don’t accuse me of ripping you off!

What if I quote you a price and you CAN’T afford it? Should you negotiate?
And the answer is a definite yes! Apart from the two unacceptable options of walking away, and paying a price you can’t afford, there is only the negotiation option – ask me if I can come down so that we can maybe get a deal. Who knows, I might still be delighted to sell it at a slightly lower price. The only way to find out is to ask. And if I say “no” then no worries, you haven’t lost anything because you weren’t going to be able to buy it anyway. And you’ve gained a couple of things – you’ve learned more about me and my position for next time, and you’ve made ME have to say no rather than YOU saying no, which might give you some edge in our continuing relationship.
So – always negotiate!
